Dr. Martinez began his crisis management career while working for the US Department of State, US Agency for International Development and was assigned to the Latin America and Caribbean Bureau in Washington, DC.  During that time, Martinez participated in different events, including the Hurricane Allen Task Force and the Cuban-Haitian Refugee Program, where he handled operations at Fort Chaffee, Arkansas.

Martinez joined the US Navy and served in the Pacific theater in both peacetime and crisis campaigns. Years later, he performed two deployments in support of the Global War on Terrorism. As a Navy Emergency Preparedness Liaison Officer, he monitored disasters including Hurricanes Katrina, Rita, and Wilma. He was involved with operations surrounding Hurricane Gustav and was the Fleet Forces Command’s Liaison Officer during the 2010 Deepwater Horizon Oil Spill. He recently retired from the US Navy as a Captain after 30 years with his last assignment serving as the Commanding Officer of the largest reserve unit at Naval Air Station Meridian, Mississippi.

Dr. Martinez has served as the Executive Director for a Department of Homeland Security Center National Transportation Security Center of Excellence. In 2012, he was invited to participate at the University and Agency Partnership Initiative held at the Naval Postgraduate School and Department of Homeland Security’s Center for Homeland Defense and Security at Monterey, California. There, he worked with other institutions in the furtherance of homeland security studies.
