David Popp Memorial Scholarship

Henley-Putnam University is privileged to establish the David Popp Memorial Scholarship in honor of David G. Popp, whose dedication to those within the Strategic Security field provides an example for all of us.

Faculty at Henley-Putnam teach because they love their topics, they understand their students and they know the ultimate reward for teaching is the contribution they have made to a stronger and better country. David Popp embodied this principle.

Born in Berwyn, PA in 1958, David Popp had a distinguished career in the United States Secret Service where he served from 1983 until 2004. He also served in the US Department of Defense Investigative Service, the US Secret Service, Uniformed Division, and with the Ocean City, NJ Police Department as a Police Officer. He was a member of the International Association of Chiefs of Police, the Association of Threat Assessment Professionals, and the American Society for Industrial Security.

Because of David Popp’s enthusiasm and commitment to the educational advancement of those within the Strategic Security field, it was exceptionally distressing news when we learned of his passing May 26, 2009 after a brief battle with cancer. Dave was completing his Doctorate at the University of Leicester in the United Kingdom , and to honor that dedication to the importance of education as well as his personal commitment to our students, we have elected to continue that exuberance and commitment by establishing the David Popp Memorial Scholarship program.

We offer this scholarship on a yearly basis to one of our Henley-Putnam degree students in the amount of $2500, pro rata, for the tuition of the entire degree program in which the student is enrolled.

Qualifications:

Applications are invited from the Henley-Putnam University Management of Personal Protection degree program. Students must:
  1. Be in good academic and financial standing
  2. Currently working in the Strategic Security field and have demonstrated a proficiency in their field
  3. And have developed a continuation of the educational process for others in the Strategic Security field. This may be demonstrated in a number of ways; for example, teaching, curriculum development, training and course design, or teaching assistance.
This Scholarship will be awarded every (January) to a qualified applicant. Students will be allowed to accept this scholarship only once during their time at Henley-Putnam University, but may apply for the scholarship every year until awarded. More about David Popp:

He was a graduate of Archbishop Carroll High School and Kutztown University in Pennsylvania. He received his master’s degree from LaSalle University. He became a special agent with the U.S. Secret Service (USSS), based in San Francisco, where he was a polygraph examiner. The family moved to Annapolis, Md., where he was assigned to Vice President Dan Quayle’s protective detail. He was on the protective detail for Presidents George H.W. Bush and William Clinton. While on the presidential detail, he was a member of the elite group, the Counter Assault Team. In 1996, he was with the USSS at the Consulate in Milan, Italy, for two years. In 1998, he accepted the post at the Embassy in Manila, Philippines, where he was special agent in charge of the USSS office. In 2001, he took the position of special agent in charge of the USSS Atlantic City field office, relocating his home to Ocean City. He retired from the USSS in 2004, and was working as a supervisor for the Federal Air Marshall Service in Philadelphia, Pa.

While in Ocean City, he was active with the local Cub Scouts and Boy Scouts, coached recreational soccer teams and was involved with the St. Joseph’s youth group. He enjoyed swimming, running and had started surfing.

George Washington Intelligence Tradecraft Scholarship

Henley-Putnam University is privileged to establish the George Washington Intelligence Tradecraft Scholarship in honor of the insight and understanding of the importance of intelligence to ultimately make our nation strong. Had General Washington not had the foresight to ask Colonel Henley and General Putnam to undertake the critical and important task of gathering information about our enemy in our country’s first war, the challenges and impending battles may have had different results. General Washington understood the significance of intelligence, and the consequence of no intelligence – solidifying the meaningful value of intelligence for our country’s freedom from our virtual beginnings.

Therefore, in honor of his prudence and subsequent substantiation of the magnitude intelligence plays for our inevitable future, Henley-Putnam will offer a limited number of these scholarships to those of whom we know are on the front line, carrying on that tradition. All those in the military and law enforcement community, or who have been in either, may be recipients of this scholarship. While this scholarship is for a limited time and number, the true value of this scholarship will be demonstrated over the lifetime achievements of its beneficiaries as they carry on in the tradition of our forefathers.

We offer this scholarship to Henley-Putnam military/law enforcement degree student applicants in the amount of $2500, pro rata, for the tuition of the entire degree program in which the student is enrolled and will also include a $1000 book voucher.

Qualifications:
  1. Must be either currently in or have a history of service in the military or law enforcement field.
  2. Must be applying for a Bachelors, Masters or Doctorate Degree from Henley-Putnam University
  3. Must have their applications complete before the allowable number of scholarships conclude
  4. Must apply the book voucher through the Henley-Putnam designated bookstore
