Monte Bullard is a retired Army Colonel who holds a PhD from the University of
California Berkeley in Political Science and is a graduate of the US Army War College.
He is now a Senior Fellow at the Center for Nonproliferation Studies, Monterey Institute of International Studies. He has taught courses on Chinese and Taiwanese politics, Northeast Asia Nonproliferation Issues, and the UN and Peacemaking. He has published two books (China's Political Military Evolution and The Soldier and the Citizen: The Role of the Military in Taiwan's Development) and one e-book (Strait Talk: Avoiding a Nuclear War between the United States and China over Taiwan)

Monte Bullard began his career in the Arlly Counter Intelligence Corps and served in
other intelligence positions including clandestine collection in Korea. He also
commanded an interrogation center/prison in Korea. He later commanded two additional
humint collection organizations. He served as Army Liaison Officer in Hong Kong and
Army Attache in Beijing. He retired from the Army as Commandant of the Defense
Language Institute. He taught comparative politics and the Chinese language at West
Point. Sixteen years of his 30 year Army career was served in Asia.
He twice served as the Acting Director of the East Asia Nonproliferation Project, Center for Nonproliferation Studies and mentored visiting fellows from China, Japan, Korea and the Former Soviet Union. He also organized Track 1 1/2 Conferences on Arms Control and Nonproliferation between China and the United States.
